16:43 He had just moved that guy to the previous position, so he couldn't move him again... He moved him there for a reason and now he's moving him away... oh Richard Richard...
Also he forgot to remove the lock tokens at the start of his turn, it's clear he's going to forget that a lot and then remember later... no notes will be made about that goof, just remember that at the start of a players turn he removes their tokens from the tiles
