A quick, final look at this NTSC VIC. It originally had a glitchy composite output but appeared to go away after refurbishing the machine.

01:00 ... showing the issue
01:30 ... adjusting signal level
10:50 ... trying on a PAL CRT

But powering on later showed it had returned. However if I then power-off then on again, the problem vanishes!

Connecting the VIC to a real CRT (albeit PAL so colour mismatch) shows no issue (thanks to Eric G. on the VIC-20 FB group for the suggestion).

It does seem that every VIC has its own personality and foibles. This one just doesn't play nicely with my el-cheapo Eyoyoyoyo LCD screen ... although when I tried a cartridge game, the problem didn't manifest.

Only when booting into BASIC.
