The Texture smoothing feature on the PS2 is using the PS2's hardware to turn on bilinear filtering in PS1 games, a feature the PS1 lacked. Sometimes there is a drastic difference in visuals, while other times it doesn't make a huge difference, depending on the game. It doesn't fix the warping issues in the games, but can clean up some pixelated, ugly textures.
