This bug (Xbox Series X) seems to have really started with patch 2.0, but it may have been in prior versions.

Basically, there is a regular graphical flicker or glitching at any time of day but very noticeable while driving and quite prolific at night due to all of the shimmering surfaces.

Digital Foundry has already identified it, and they suspect it is a bug in the implementation of FSR. It is very unsightly, and it only seems to affect the Xbox versions.
