This fight is built around having Quistis in the main party. At the start of the fight, as well as at 49% and 29% they have an hp regen aura of 10% of their max hp / turn.
The only way to disable this is by delaying them 3 turns in one action. There are only two ways to do this, Quistis S2, Or Cod S2 at 5 stacks.
Now since you only need to delay them three turns a total of six times throughout the fight a base Quistis with her 35 CP weapon will be able to do this, as after her rework she now has 5 uses of S2, and can gain back another use via her C65.
Do not feel pressured to pull for Quistis if you do not want her, she is nice to have, but most certainly not required.
Otherwise, the mechanics of the fight are rather straightforward, the orb increases by 1 if they are delayed by one turn, and +10 I believe for a delay of 2 or more turns. The bosses are extremely squishy at only 7Mil HP each. They do gain an HP damage shield of ~400k at the 79, 49, and 29% thresholds as well.
My team of Ace, Bartz, and Quistis, with a friend Raines was able to crush this fight with little problem, didn’t even we use Bartz second BT effect with how fast the bosses health went down.
Quistis makes this fight much easier then if you go without her, but there are many runs available that do not use her
