Save the EXs after the boss uses Hop Spin (which creates the BRV battery negation on your party). You need to break them as Rosa's Divine Blast is restricted. Her EX is ranged and it can help a bit in BRV shaving. Avoid any unnecessary BRV breaks or it could mess up the turn order. Golbez EX should deal out of damage and wipe out the boss' HPan instant. Yuri needs Chelinka by his side or his damage will be hampered. The boss will start to use Burst Breath which does AOE HP damage that could cause you to miss the HP score. I swap out Rosa since Yuri's Chelinka Prayer will restore your HP a lot as long as Chelinka in the battlefield. Freeze the dragons from any BRV gains and victory will be yours.

The boss strongly resists magic. It is weak to all elements except Thunder and Earth. Its Hop Spin could allow it to gain Odd Threat buff for 5 turns. With that buff, they become resistant to physical attacks, negate your party BRV gains and high action penalty for the party. To remove it, you can either break it or dispel it. To break it, you need to make use of party enchanters for enchanting the weak element (e.g. Lulu for Fire, Rydia for Water, Onion Knight for Ice, etc). Units that can enchant and imperil its own element are very useful (e.g. Golbez, Yuri,). Watch out for its HP attacks - Tail Hit (BRV+ melee HP) or its Burst Breath (AOE BRV+HP). it can do a shift between modes. (Attack (red aura), Defense (white aura) and Default)
