If you don't have melee FR to cancel the 400% max brave down aura, the only way is either using max HP damage BT auras like Quina or Setzer (there is a chance though) or stack your party MAX BRV up and HP damage bonus in your force time so you can meet the requirements.

Most supports offer great max BRV auras. Despite being a support, Serah is one of the hardest-hitting AOE damage dealers in the game currently.

Strategy Overview:
Set up your debuffs and Raijin LDCA. Make sure you frame your debuffs with Serah LD before the boss force time. Break the boss to remove the framed buff from its force ability. Use Raines LDCA and have Serah uses her FR. Chain your Echo and have Serah going her BURST with 8 debuffs on the boss. Summon Bahamut on the last turn of your force time to finish up the fight~
