Relatively painlessly got Squall FR/BT, so I would just have a go with him casually with my favourite test subject who coincidentally happen to be quite fitting for him.

This run is just a casual run with Squall FR instead of "seeing how much Squall BT phase would do at 999%" kind of deal. So it can be achieved with ease in almost all stages except for ones that does not work along well with his conditions. This BT phase is done pretty much on a single target because ... bosses simply can't take it.

For context my Squall has the following investments (% = HP dmg cap up):
HA+3 (135K self)
BT+3 (80% self/30% party)
FR (50% party attacking a broken target)
FE 30
UW+2 (20% self)

Party HP dmg cap in this run:
Ramza 51% (technically 49% because one Serah buff fell off)
Serah 45%
Squall (self 130%, party 80%)

HP dmg cap limit up (self/party):
Squall got loads of updates this time around with the arrival of his FR.
Due to his FR and BT rework, with UW+5 Squall himself should have a cap at 305K without counting other party members and FE influences at 80%+ FG.
His self cap is very high, but he is no longer super selfish. His FR/BT gives the entire party +80%. The 50% from his FR is activated whenever a party member breaks or hits a broken target. So unlike some other FRs with more specific conditions, other party members can easily enjoy his contribution. Thus it also makes launches hit REALLY hard even though it has not yet reached 999% in this run.

In terms of his FR conditions, it asks for melee BRV attacks (30%) and stackable buffs (40%).
One thing to note is that the stackable buff allows BT stacks as well. So as you can see although Serah does not fit the melee condition, her BT having stacks means she is eligible for getting 40% bonus.

A lot of the characters after LD era has stackable buffs. So it should not be too hard to find party members for Squall. Perfect matches may be harder due to melee though.

Ramza is a very good partner for him. He is another party HP dmg cap up master. He has melee moves, charges FR and has stackable buffs, doubly so. He may not be the most damaging character but he definitely takes care of the support part other than substantial healing.

Squall overall:
Instead of super machine gun BRV numbers like Tifa has, devs went with big numbers in smaller batches this time. Squall has HP dumps updates, but not as dramatic as people that came before him. He mostly flow between 7-9 HP dumps now. The lack of dumps is made up by the large numbers in each dump however. With that dramatic HP dmg cap, he is doing a ridiculous amount of dmg.

His BT rework also gives him an auto EX refill each time he acts. Think Noel BT but with HP dmg cap up and EX refill every turn instead of alternating turns.
Therefore his EX is always MAX after he has BT effect on, no Enna Kros LDCA needed. Use the EX and work your way to the higher dps moves (LD/FR).

Always full EX and a EX that extends buffs:
I imagine it has been illustrated many times already. Squall EX extend buff duration every time he uses it. Now that his BT effect always fill his EX, it means that you can have more consistent buff shenanigans you can play around with him.
Coincidentally since Ramza is such a good fit for him, you can put framed buffs on Squall and opt to have him use EX to extend them. So you don't have to worry about buffs falling off and diminishing Ramza's BT effect.
Other valuable extendable buffs can also be manipulated like this.

In all honesty there are not many bosses that can still be relatively healthy to withstand the wrath of Squall BT phase at 999%. The process of getting there using his FR and FR(e) alone would have killed most of them or left them at really low HP. Easiest way to see Squall BT phase at 999% may still be using WoL FR. (Have seen his FR(e) hit up to 8m per dump)

Also another thing to note is that there are actually not many characters with melee moves that has FR(e). Tifa is one of them and WoL has melee moves but not a melee FR(e). Squall FR will get more fitting contributors as more character get their FRs and FR board.
