Serah can go quite a few ways in terms of thematic team comps. I thought about pairing her with Quistis for some teacher action, but I wasn't sure who would be the third one.
Then another prominent choice was to fight Bhunivelze with some XIII action, but it seems more fitting for Hope/Lightning, and currently that stage is quite locked to magic only characters unless you can kill Bhuni in one FR. With the current state of XIII characters, it is actually quite hard (Raines does not work because Bhuni cannot be launched). Maybe I will revisit the idea when Lightning gets her FR/rework or Hope gets a BT ... eventually.

So since Serah is the one that is featured in Spiritus Bahamut, it would be fitting to bring Lv50 Bahamut along for action with a XIII-2 cast. Coincidentally, almost all of the XIII characters are quite compatible with EX spamming. Bahamut is quite the natural choice for this strat. Also as both Caius and Noel are in the team, they can also take advantage of Bahamut's extra break bonus to provide some battery for the team. Sadly, this kind of battery does not count toward's Serah FR condition.

Caius + Serah:
It is kind of ironic that Caius happens to work quite well with Serah's FR. Serah's FR scales with the number of debuffs on a target, and the attack move needs to battery others to get the full bonuses excluding the personal portion. Serah only comes naturally with 4 debuffs, and Caius has the other 4. Together they can fill up all of the debuff slots. If you need to keep something extra from others like a Selphie debuff, do it before Serah closes the deal with her LD. When it is the time for Fr, just use Caius EX to get the full bonus (his 2nd highest DPS button and it battery others). When it is at the end of FT, use his LD for maximum output.

As there is no off-turn dmg in this team, there is little reason to let enemies have turns, depleting debuff duration and taking dmg. Caius's consistent rebreaks with doom push the boss away. So in that sense he fits quite well for what Serah needs.

Caius's BT was actually one of the rare breed that has HP dmg cap up before it became a staple way later. There were only 4 or 5 people before he that got it and he wasn't exactly an early BT+. Noel came after him much later and didn't get it either. In this case, Caius and Serah actually carries the team in terms of HP dmg cap up.

Noel
Noel is still his old self from when C90 started. He was the first C90 character and he has never got another rework ever since. He does not even have FE yet. However, his EX is still quite usable to this day. Having Bahamut can constantly keep his EX up during the time frame for DPS. It actually works out just fine.

Noel also does not have a party battery move, so his compatibility with Serah's FR is very surface level. Luckily the debuff part is the meat of the FR bonus and it is generic enough for Noel to take advantage of it. He does not require a single debuff to function, so having Caius and Serah filling up all of the debuff slots do not concern him one bit.

I am still willing to believe that he will get a FR soon. If they just want to give him FE, they would have stuck him on someone else's off-banner by now instead of holding his FE hostage for so long.

Others
Other XIII casts can work with Serah one way or another. Hope is probably among the best choice with battery and complementary buffs/debuffs that are not overlapping with Serah's field.
Snow is in a curious place. Serah's FR and his BT practically does the same thing but at a different potency. However, under the effects of the 30% refund cap, they practically give you the same amount of BRV back. As a result, Serah pretty covers that as well. He still runs very smoothly with Serah though, and Snow can still give you the protection and ice enchant.
Raines does not need debuff to function, so he does not offer much for Serah. Other than his S1, he does battery others before launching, so he does play well with her FR. On the other hand, Serah's FR/BT refund and battery would ensure launches initiated by others have a good amount of BRV for participation. They are good partners in terms of DPS complements.

All in all, just a little fun series theme run, nothing ground breaking or anything. Serah herself is still an easy to play character that does not have too many shenanigans. You can find most people satisfy the bulk of her FR and plays well enough with her.
