Generally, each time you level up the best thing you can buy or find in the item world, its good for a fair bit without being outdated immediately. I level up a gun for Sera, move deeper, find a sword to level for Revan on the next item world, etc. Repeat this over and over and you'll eventually find a gun that is better than your leveled one. Repeat some more until that IW itch is scratched.

Because the enemies are fairly weak here (and I want them to be to mass Mr. Gencys to make a quick escape if need be) I can level all the characters that had become underpowered. I eventually get a pretty good amount of characters evened out though I usually only run 3 or 4 until much later.

Item world is usually not the best place for mass grinding of levels, but powering up items in IW then blasting through the story is the way I like to do it. Disgaea doesnt follow or set a specific guideline. Its very much a play it your way type game.
