After a lot of positive input and requests here is Dota 2 running with best possible settings to balance visual and performance on a Windows 8.1 tablet running Intel Atom Z3740 CPU :)
My conclusion is that Dota 2 is perfectly playable with low settings on this tablet BUT you will need a keyboard and a mouse because Dota 2 does not support touch when your in game.
I'd also like to apologize for my camera video quality :( its pretty bad lol.
