3Level 13 and hamburgers are recommended before fighting the police. Don't forget to call Escargo Express and have them store your Cold Remedy. You don't need it right now, but you'll need it later on in the game. It costs $18 to store items. Just level up at the same place you did before fighting Titanic Ant. But this time, you can go farther than the first floor. In fact, I recommend healing at Giant Step.
