In Powerplay, open up the Expansion tab and hopefully you have a system or two that show up in the expansion list. Fly to one of these systems and you will see something like "Security Operations", "Military Strike" etc. Make sure you are fully battle ready and off you go. No need to pick sides, just attack all in red. 10 merits per kill and if you have a fairly decent ship, you should be able to make 30 kills easily in an hour. I have put around 8 hours in total into this and already sitting over 3000 merits. If you want to make it even easier, wing up and you both/all get the merits for the kills.
