0At Durnholde Keep in Hillsbrad Foothills, behind the building with Tog'thar there is a vendor. The vendor sells an item called Hot Tip. After purchasing it for 75 silver, you can open it, and it contains a map and a Safe Combination. The map tells you to "Follow the river North; past the Alterac Mountains. What you seek lies beneath the falling rapids." Follow the river North until you reach the Plaguelands. You'll see a waterfall with a chest at the bottom that contains this Rune.
