so...your question about an alliance member who quits during a war...can they rejoin the alliance:
(1) absolutely, even during cooldown. just reapply wait 24hrs bam you're back in the defender alliance
(2) except if they're part of the aggressor alliance, then 2 weeks
(3) except if they're part of the aggressor alliance, but have 0 isk in master wallet (or no structures), then 24hrs
[edit: see 5 of 6 video showing that, no matter what, the aggressive corp shedding alliance will get cooldown]
