2. testing across DT, the rumor that offline character who were in control of a structure block anyone else from taking over
3. Specifically, whether another character can take over control after the CEO is offline after DT while in control of structure
4. Specifically, whether a neutral character without docking rights can click on upwells insystem (via F9 map, or otherwise) and get the selected item to display the RF timer

Corporation supersedes Alliance
Character supersedes Corporation.
As an example, if an access list that contains 'Everyone' but blocks a certain character is assigned to the docking service within a profile of a structure, then everyone but that blocked character may dock at that structure."
