I recorded this video just for bug reporting. With V0.7.22403 it was either much less noticable or not at all, with the new v0.9.28028 I noticed weird flickering in space with tiny pitch, but will vanish on slow pitching. It is visible in certain systems, area hangars and ship dealer on the ship model. Other objects don't seem to be affected.
