When you have an aggressive production goal such as, oh I don't know, running 50 research labs at full whack you will run into speed limitations with conveyors, furnaces, assemblers, and inserters. While Orbital Potato and I have yet to encounter these shortages biting their hardest, the initial manifestation of this effect is in smelting ore.
