The last obstacle of the quest is General Jingwei in the oil refinery.
Next to behemoths, he's sometimes credited as the toughest boss in the game.

If you can't speech check him, a suggested strategy is to have him chase you as you lay mines.

After exiting the simulation, open the armory and proceed to walk in until the quest completes.

*Spoiler*
After getting it marked as complete, Defender Sibley will start a rebellion against Protector McGraw and Scribe Olin. You can save Olin and McGraw, if you're feeling thankful, by killing the rebels when they turn hostile.

In the armory, remember to grab these unique items:
a trench knifle
a winterized T-51b armor suit
a Chinese Stealth Armor suit
Jingwei's Sword
and the Gauss Rifle
