The outpost is filled with soldiers, but you can usually see them ahead of time.
Be careful once you enter the quake sensitive part, the shaking from the artillery guns really screws with manual aiming.

The third intel case is upstairs from the entrance. Take care of the greeting party and proceed up the stairs across from the entrance. Beware of soldiers at the top of the stairs and to your right about the ground floor.

Once you're upstairs, hug the walls at your left side until you find a very easy locked door. The door is hard to see because it's in a dark hallway.

The fourth case is another found on the main path. It should be easy to find since its door is next to a terminal.
