Blitz is a must!
Dagger= Deal double dmg when at full health ( Which is always when u assassinate people)
Blitz= Longer melee range in VATS also rank 2 gives u more dmg when ur further away which is nice
Ninja= 10x melee dmg is a must
Armor= Light gear, pref muffled or light weighted. You can also have the chameleon gear, dosent matter which part, it will give you invis when crouching still
Note: Crouch still, then use vats, it will count as crouching and standing still, meaning (most likely) Rooted perk WILL WORK!
Weapon mods= Go as much dmg as u can ofc
