The Legendary Perks system is live on the PTS and this new feature is quite comprehensive. There are 16 new perks, with 4 ranks each, and each upgrade costs 100 perk coins, a new currency obtained by scrapping normal perk cards. Despite Bethesda's efforts, the feedback hasn't been so positive since there are several issues, such as a very grindy system, poor perk descriptions, lack of utility from most legendary perks, and even heavy bugs.
