Right at the beginning of the game, you'll need 25 Repair, Science, Lockpick, Speech, Barter, Explosives, and 30 Medicine. Considering you get to re-edit your character when you leave Goodsprings, manipulate your S.P.E.C.I.A.L and skill stats to meet the requirements for certain dialogue checks and items.

Fallout New Vegas features skill magazines that grant temporary skill boosts. In Goodsprings, some skill mags are easier to get than others.To get the most stuff and XP from Goodsprings, you need to start with 30 Medicine in order to get bonus stimpacks before leaving the Doctor's home.

The other skills (Speech, Barter, Lockpick, Science) need to be able to hit skill level 15 within a single level up with the exceptions of Explosives and Repair which need to hit 25.

In Fallout: New Vegas, leveling up lets you distribute a number of skill points equivalent to 1.5x(your Intelligence stat) every time you level up. Keep that in mind when you tag your skills. With maxed out Intelligence, you can distribute 15 points each level up.

Once you got your name, face, stats, and traits chosen, remember to loot Mitchell's house and to Medicine check him for stimpacks.
