With power restored throughout the building, some unbreakable speakers deactivate due to the reset in security.

The switch off speakers allows you to approach the casino restaurant, the Cantina Madrid.
You need to go there in order to confront God/Dog who is having suicidal thoughts in the kitchen. The danger is that, if he kills himself, the collar in his stomach will go off and start an inferno that could destroy the entire casino.

When you enter the restaurant through the main entrance lobby, take out the speaker in the high back-left corner of the room. Look to your right on a counter for the Cantina Madrid emergency key.

If you attempt to approach the kitchen, Elijah will pipe up or your question will update to let you know that you can't use the kitchen door in this area.

With the Cantina Madrid key, backtrack to the Casino through the lobby. Enter the kitchen through the emergency door pass the bar and a floor up.

In this room, three gas valves are leaking and Dog is suicidal. You need to shut off the gas valves and kill Dog or get close to Dog in sneak mode and talk with him before he sets off his collar.

If he spots you and you don't start a conversation, he sets off his collar which bathes the room in fire killing you, so if you don't plan to talk, make sure to stay in sneak mode and turn off all the gas valves.

Each valve in plainly visible and there is one in each section of the kitchen (the hallway you enter in, one valve by the stoves, and the third near the meat cabinets).

If you do speak with Dog, there are five possible results. Some options are only available based on how you treated God and your speech skill.
You can get Dog's attention and make him permanently suppress God.
You can get Dog to surrender to God.
You can cause the two to merge together.
You can made Dog commit suicide.
Or, you can prod Dog to fight you.

You causing his death makes it so there is a delay between the mortality and the collar detonation, however the danger is that if you don't leave soon your collar will go off as well.

You can only leave after the three gas valves are closed, so if you haven't turned them off, do so quickly after Dog's death and flee into the lobby or the casino.
