Proceed east, using the barrier to lead you to two Mercs, who you can crawl by instead of alerting every single Merc in the neighborhood. Crawl into the water, keep heading forward and climb the lookout tower to take the zipline to the first objective.
Now follow Doyle's instructions to shut off the steam. There will be two easily found keycards: the orange and the green are parked on tables on your way. Once at the last little control tower place, just as there is a checkpoint to head in and shut off the valve in the room with the checkpoint, there will be a walkway to the right leading to a door. Take a sharp left through the doors and up the staircase. Two heavies wait there so shoot them and grab the blue keycard. From here it is a heavy fight through the rest of the level against your first real heavies and one shield guy. Use cryvision goggles to spot them and strafe with your equipped assault rifle or P90.
