Normally even with some lock bits set, it's still possible to change other fuse setting, but not with MCUs that have the DWEN switch. It makes sense because it's possible to read back memory via debugWIRE, so writing new fuse is not valid if that lock bit is set, and to change a new fuse, the MCU needs to be erased first.
