This effect is done by having the same particle emission seed across all particle system prefabs and set increasing delay for each particle prefab. I can achieve this without scripting because the particle system of Unity 5.4 beta (as of b16) forgets to randomize its emission seed which should have been fixed for most circumstances but is useful in this particular situation.
