Phase 1: Emperor AASB1 (2 is optional I guess), and Maria Sync.
Phase 2: Emperor Sync, Maria AASB, and Minwu Sync (with Hilda USB and Mog AASB1).

Additional notes:
Only 5 soul breaks in this run meant slots 2-4 got interrupted though it didn't really matter. If I had to change anything I'd say let Maria save her Sync and AASB until phase 2. This way Emperor can get his 2nd soul break out the way early in phase 2 before the first memory bite. Minwu could potentially use a USB in phase 2 as well before the Sync.
