We move on from a biker gang to a prison riot, which has apparently escalated far beyond the usual "cells open, everybody smashing things" to full on "inmates running the asylum" territory. Presumably they must be holding some hostages, thus explaining why they sent in a lone agent under the guise of a lawyer, rather than a military contingent. Or perhaps there's still some intelligence work to do to find out who's actually behind all of this.
Regardless of the framing story, the enemies here are certainly a step above what we saw last chapter, both in terms of danger and complexity. One wrong step can get us mangled, shot, or pushed to our doom, so our calculations better be correct. Nevertheless, our agent training shows we're clearly a class above and a step ahead of the competition.
