Best strategy here is to use Tifa for dodging and mobility but Cloud is okay too if you're into counter attacking, Punisher Mode counter and Timed dodge/parry are the key to this boss fight. Weiss Phase shift ability allows him to switch to 3 different weapon types starts from Dual Katana, Gun and Double Sabre.

/Dual Katana dodge and counter works best.
Evisceration = Dodge Backward
Crosswise Cleave = Dodge Sideways
Stab = Dodge Towards him
/Gun immune to Physical attacks, Elemental materia equipped on weapon bypasses this but takes longer prefer to just spam Magic Spells(Ga level) for big damage and Fast Stagger build up
/Double Sabre during this phase will recover HP everytime he hits, Block,Parry and Counter works best. To make this fight easier just use Tifa for dodging.
