Description:

Before leaving the cave, I recommend saving, since you'll be locked into the next area once you take the west exit. You need to get a decent amount of money if you want to fully upgrade your gear.

You'll notice you can't save in this city. Hope you have enough money to fully gear everyone.
After doing all the events you want, go to the inn. On the 7th floor, you have to choose who to bunk with.
Jack's father is an AU official, but even he couldn't bail Jack out. Maybe the one who framed Jack is a political rival of his father?
Whoever you didn't pick will alert the others to a zombie attack. It's ironic if Jack isn't the one you picked.
The entire city is full of zombies and you can only access one merchant, but the zombies don't respawn. However, the AU soldiers are preventing anyone from leaving to contain the infection, and if you approach them, they will destroy you unless you're severely overleveled.
To advance, you must find a group of three zombies guarding a save point. This will allow you to access the manhole cover.

When we get to the other side, we find the lab of the one responsible for the zombie virus, Alexander Coro. He was commissioned by the government to help with Project Unity by creating a virus that can force people to be obedient, but the government abandoned his project. In defiance, he spread the virus into the city, but everyone turned into zombies. Unlike most mad scientists, he actually feels bad for his actions and accepts that the AU will probably off him.
It's honestly cringe that Jack still believes in the AU after being framed and after an AU-commissioned scientist reveals that they want to brainwash people. Literally right from the horse's mouth!
Fortunately, strong enough magicians will naturally resist the virus. This includes Johann, who has magic potential but never formally learned it. Versailles thinks Johann has some kind of ability to sense other people's intent, allowing him to pick the most efficient action in combat. This ability must have been passed down through the family.

The dollmaker here can't live up to his father's legacy. If you show him the worn doll from an earlier sidequest, he realizes that he doesn't understand how to make dolls that make people happy, so he leaves on a journey.

For some reason, the people here are unnaturally kind and happy. Additionally, the guy who's supposed to smuggle us out on a ship, Enzo, won't help us because he suddenly wants to go legit.
This is actually because of a brainwashing machine in the building to the north. Before investigating, be sure to grab all the loot and heal at the cheap inn.
You have to fight some fairly strong guards, but they're vulnerable to confusion. Once they're gone, you can shut down the machine and the town will go back to normal. At this point, even Jack admits Versailles is correct about the brainwashing. I think this realization took a bit long though. IMO, the literal zombie apocalypse should have been proof enough even for the most pro-AU people, since it proves that the bad things under the AU aren't isolated incidents.
Unfortunately, this means you can no longer enter the SW house to grab the treasure and the inn is now more expensive.
Enzo will now ship you across to the Anglican region. You can't come back, so you may want to grind for money first.
