Step 1) Restart your PC, verify the game files and then launch the game
Step 2) Close all the overclocking application like MSI afterburner, Riva tuner, remove if undervolted, close all the third-party application, disable Steam overlay, close all the overlay app such as discord, GeForce Experience
Step 3) Do a clean installation of graphics driver

Step 4) Allow the game exe file to your antivirus program or Windows security
Step 5) Run the game as an administrator from game installation folder

Step 7) If you have Windows 10 N Edition: Install Media Feature Pack
Step 8) Update Windows to the latest version
Step 9) Roll back graphics driver
Step 10) Laptop users with dual graphics card run the game on dedicated graphics card
Step 11) Perform clean boot
Step 12) If able to launch the game, try Windowed mode, lower down graphics settings
Step 13) Uninstall, delete the game folder, reinstall the game to another drive SSD if available
