1) run these commands as admin:

bcdedit /deletevalue useplatformclock
bcdedit /set disabledynamictick yes

now, disable High precision event timer in System Devices under Device Manager .
Restart your PC.
2) run these commands as admin:

bcdedit /set useplatformclock true
bcdedit /set disabledynamictick no

enable High precision event timer in System Devices under Device Manager ..
Restart the PC.
3) For those who updated, uninstalling/reinstalling Vanguard will put you on the old patch for now.
