in the return of the jedi making of book, George Lucas explains that everyone in Star Wars can use the force. EVERYONE. It is only the ones who train for it, that develop it. How do you think Watto would do as a force user? Would he have a high potential, or would he be mediocre?
If Anakin never trained, how do you think he would be?
Obi-Wan had to train very hard in order to be as good as he was, while Mace Windu didn't need as much training to achieve his results.
I believe theres a difference with potential and just anyone being able to use the force.
