No mods. Mind control spiders can be used to create permanent followers. This exploit is still relatively new, and not very well understood. The principle behind it is to break the 30 second timer by quick loading and quick saving in a separate cell from the target. At this point, they should become a permanent follower. However, the exploit does not always work, and continuing to reload the same save file and attempt it again can ruin the chances of it ever working again in the same playthrough. Also, illusion and alteration spells cast on the target can remove the follower effect when they wear off.

This version of Miraak is a separate version than the one you will be encountering later on and ultimately fighting. He is not essential, and killing him will not break the questline, as he is replaced by another Miraak, as soon as the next quest starts.
