Mudo is the main last boss of this game in Arcade Mode. He is playable character from the start.

===== About the game =====
Goiken Muyou: Anarchy in the Nippon is reported to have been made by the same developers who made the Saturn version of Virtua Fighter 2. This explains why the gameplay, sound effects and lifebars are so similar to Virtua Fighter 2's. Apparently the developers took this game to show to Sega but they rejected it. Instead, a company called KSS picked up the game and published it.
