0Begin by traveling to Talia al Ghul's location which is conveniently just a few blocks west of the Belfry. After watching the connected cutscene, head to the Gordon Memorial in Old Gotham to talk to Detective Montoya about building a case to convict the Voice of the Court, Jacob Kane, of Dr. Langstrom's murder.
Montoya will express concerns that arresting Kane will prove difficult because the GCPD is filled with corrupt cops paid off by the Court of Owls. To help Montoya build a trustworthy team of cops capable of taking Kane down, you'll need to track down five
GCPD headquarters is far closer to the Gordon Memorial than the Major Crimes Unit building so you'll likely want to patrol this area first. Once you're close to one of these two areas, you can pinpoint the location of corrupt detectives by using your AR scan or your Compass to locate golden triangle markers like the one pictured above.
When you reach a marker, interrupt the illegal scheme and knock out the criminals and you'll have taken down at least one corrupt detective. It's possible to have multiple corrupt detectives at a single location so make sure to take out any individuals in a police uniform or wearing a badge.
Continue using your AR and compass to find additional corrupt detectives and once you've taken out five of them, this objective will get checked off.
Make your way to the Court of Owls hideout that's located right next to the Gotham City Cemetery in Bristol. The hideout will be occupied by several corrupt detectives so you'll need to defeat them before you can begin combing the area for clues. Most of the detectives will be armed so be prepared to dodge gunfire.
Once you've wiped out the detectives, use your AR to search for and analyze evidence. To complete this objective, you'll need to analyze the Empty Blood Vials and the Court of Owls Mask
Next, head back to the Belfry to listen to an urgent voice message sent by Oswald Cobblepot aka The Penguin. To listen to the message, interact with the interface just to the left of the Batcomputer's monitors. In the voice recording, The Penguin is in obvious distress so you'll want to zoom over to the Iceberg Lounge to ensure the villain's safety.
As soon as you drop down through the Lounge's skylight, you'll have completed mission 5.1 - Little Birds!
