Ultra Cop is a cop who can perform a glitchy maneuver by 'clipping' through both the Securicar and the player's car to bust the player. Judging through 3 Ultracop videos on AdamAK's Youtube channel

It seems like it occurs when:

1) A door is missing on the driver's side of the car.
2) It has to be in front of the Securicar and making sure the right/passenger side of the car is contacting the vehicle (not the front, rear or driver's side).
3) A walking street cop increases the chances of being busted.

To make this video more interesting, I played back the replay file to see what the Ultracop actually did before that cheeky moment.

You can download the GTA 3 replay file, put that file in the GTA 3 user files found in 'My Documents'. After that, open up the game and press F3 to watch the saved replay.
