So, the first thing you need to do is mow the grass. there are various tools available for you to do so.

Then, you need to use a windrower to create a "row" or cut grass, to use the baler, to either create square or round bales - you have to pay close attention to the bale size, in either machine, if you want to create silage out of grass.

if you want to create hay bales (either square or round), you have to use a tedder to "dry" the grass, before using the windrower.

To create silage, you need to find a baler that matches the bale size you selected, when you used the baler previously. After that, you need to wait 24 in-game hours for the grass to ferment, becoming silage. I'm not sure, if you can also create silage out of hay, it was possible in FS19, but I've only heard you could create silage out of grass in FS22.

TL:DR
Mow grass - windrower - grass bales
(same as above) - wrap bales - silage after 24 hours.
Mow grass - tedder - windrower - hay bales.

Same process works for hay aswell.
