I mean, sure 9S can't equip 2 weapons and he doesn't have a Heavy Attack like 2B, but in exchange he can instantly detonate, subjugate, or take control of machine FROM A DISTANCE. Time doesn't pass in the game while you're hacking, so to 2B's perspective, 9S is just blowing up machines and taking them over with his mind instantly.

On top of that, controlling other machines is really fun, and they don't aggro to you while you're doing it. You can form up your own raid party! Plus every new machine you take over adds to the list of machines you can use in one of the DLC arenas (for 9S).

I also didn't show the beginning of it, but this quest for 21O is similar to 2B's quest for 6O. I show the conclusion to the quest at least, but 21O wants 9S to bring her back surface data on human culture and society. Not for work, either. It's actually 21O's hobby.

Even SHE isn't a total robotic workaholic!
