7To get OCD in level 1-3 you need to collect 22 Goo balls.
Grab one of the Goo balls that are awake and throw it at the sleeping Goo. The point is to make them bounce up close enough to the other Goo to be awoken. Do this until every single one of the sleeping Goos is awake (this can take a while). Then, once they are all awake, start building up toward the pipe.
I recommend you make sure the first Goo you start building with connects to 4 other Goos to give it more strength. If it is only attached to 3 you risk the whole thing collapsing before getting to the pipe.
