4To get OCD in level 1-4 you need to collect at least 42 Goo balls.
You'll want to get a Goo ball to grab the cliff just above the blades in as few moves as possible. The blades will destroy any part of you structure that it touches. If at any point this happens, click on a time bug to go back a turn.
Also, remember that you can wake the sleeping Goos by throwing a Goo ball at them to knock them closer to your structure. That way you don't need to waste any Goo balls by going out of your way to get the sleeping ones.
