Tips to control and dodge butcher hordes with limited loadouts:

Attack or don't attack them at the right times to either gain or lose aggro. Aggroing them at the wrong time can leave you cornered. If playing with others you need to pay attention to what they are doing to make this work.
Movement is key to control butcher hordes. Try to make them all follow you in a circle. In a team, you can have players take their own groups in-between the horde.
Butchers have proximity issues, move next to objects and enemies to keep them at bay.
Try to lure the butchers into enemy fire to damage them.
Keep track of your health in case you need to squeeze too close to the butchers so you can take the hits without becoming downed.
Becoming downed at the right time can buy you space to get out of a tight spot, just make sure there's enough distance to the butchers to not get downed back again.
