Awakening in a coffin, Kotaro finds himself next to a newly resurrected Bilgenia, who swears revenge against Shadow Moon. Though Bilgenia doesn't immediately recognize Kotaro as Kamen Rider Black, he nonetheless attacks him because he finds him unpleasant.

Defeated and humiliated, Bilgenia returns to his coffin as Kotaro ascends up the stairs, only to find himself in a church. There, a priest informs Kotaro he is currently in the church of Apollo, located in Gran, a city far from where he previously found himself in A Baoa Qu.

Arriving in Gran proper, Kotaro learns that the residents of Gran formed an association and elected to erect a barrier to protect themselves from outside threats, though this also closes off all routes leading outside of town. Requesting information, Kotaro learns the priest is relatively new in town, and from the president of the association, a secret route out of town.

Taking the secret route, Kotaro finds himself back in the church from before, only to overhear voices plotting to find Hayato Ichimonji, also known as Kamen Rider 2.

Kotaro connects the dots and suspects the priest of being involved in this conspiracy, though the priest is nonetheless able to trick him into falling down a trap hole further into the dungeon underground.

After a brief misunderstanding, Kotaro runs into Ichimonji after attempting to trick him into setting him free. Ichimonji explains that to get through, they need to defeat two enemies at the same time. The player can choose to fight Zanjioh or Kamikirikid (in this case, Zanjioh).

Regardless of the choice, both Riders fight their way through, and once back in Gran, Ichimonji explains that he was imprisoned alongside the Mole Beastman ZEUS had previously met, and that Gran is the center of a conspiracy involving multiple groups of terrorists. Additionally, he teaches Kotaro how to use his Rider Revolving Kick.

Though Ichimonji assures him he's going back to the church for no particular reason, Kotaro has a bad feeling and decides to follow. Back in the church, he unintentionally sets off another trap, sending him even further down the dungeon.

Making his way out, Kotaro witnesses Ichimonji exposing the conspiracy - Bilgenia, disguised as the president of the Gran association, will lower the barrier while Neo Shocker launches missiles onto the city. Ichimonji manages to sabotage the missiles as Kotaro fights his way through multiple enemies, only for the terrorists to make their escape with Ichimonji in their possession.

Kotaro makes his way to Lido, where the now temporarily inert missiles are headed, though not before revealing Neo Shocker's treachery to Bilgenia, who, feeling that he'd been lied to about Gorgom, abandons his post and swears revenge on Neo Shocker and Shadow Moon...

This video has been edited (reducing the number of encounters only to the first instance of new enemies and removing backtracking to objectives) for time's sake.
