Heading for Lido, Kotaro eventually finds the missiles on the shore of the town's beach. However, yet another trap hole awaits him as he falls into the dungeon.

Kotaro is subsequently ambushed by Combatmen, who after being defeated, reveal they work for the Badan Empire, who, led by Ambassador Darkness, are at war with Neo Shocker, wishing to remain independent. They also allude to the existence of a seemingly immortal monster among their ranks.

Before they can elaborate further, a hooded figure dispatches the Combatmen, though Kotaro confronts the figure before they exit the area. In combat, the hooded figure is revealed to be Dr. Shinigami, who claims that Ichimonji has died. Warning Kotaro of what's to come for him, Shinigami makes his escape.

Venturing further into the Badan base, Kotaro runs into Ambassador Darkness, the cousin of Ambassador Hell with a striking resemblance to the latter. He orders his monster, Kaiser Crow of the former Dogma Kingdom to attack Kotaro.

With his seemingly invincible foe proving for a hopeless battle, Kotaro is saved by the intervention of Murasame Ryo, Kamen Rider ZX. Players may choose to engage Kaiser Crow in combat again, but there is no benefit to doing so.

Though Ryo proposes to let Neo Shocker and Badan destroy each other, Kotaro wishes to settle the score with Kaiser Crow. Recognizing his stubbornness, Ryo gives Kotaro his ZX Shooting Star.

While Ryo seeks out Kamen Rider Super-1 for advice on defeating Kaiser Crow, Kotaro ventures outward down the path where the missiles originally were. With them now missing, Kotaro continues into another secret hideout.

Venturing through this hideout, Kotaro finds yet another hooded man, this one turning out to be Apollo Geist, who holds off Kotaro in battle long enough to launch the missiles.

After his defeat, Apollo Geist offers information so long as Kotaro spares his men. Kotaro agrees, and learns that Ichimonji is not actually dead, having been rescued by the Mole Beastman. Additionally, he reveals that the missiles were not launched towards Lido or Gran, but rather the Badan base to destroy them. Having accepted his fate, Apollo Geist thinks of his rival, Kamen Rider X, one last time before dying.

Returning to the Badan base, Kotaro finds their remnants, only to find that Ambassador Darkness is the only one left, with Kaiser Crow having fled after the missile strike. Ambassador Darkness attempts to flee, but Dr. Shinigami finishes him off before warning Kotaro that he'll be in the Land of Light.

Outside, Kotaro catches Ryo up on the situation, and parts ways after learning Kaiser Crow's weakness...

This video has been edited (reducing the number of encounters only to the first instance of new enemies and removing backtracking to objectives) for time's sake.
