Dan and Amuro make it to Dakar before Kotaro, so they're forced to go on ahead to help Hongo, Hayata, and Kamille. Fortunately, Kotaro isn't actually that far behind and rejoins before the other two leave the building. Although the three major nations have allied themselves against Neo Axis, ZEUS remains distraught about Gilliam's situation.

At this point in the game, the player is allowed to go to Lido, the westernmost city. There, players may choose to converse with an old man, and depending on their answer to his question, a secret fourth party member will be unlocked later. Shu Shirakawa will join you for answering yes, and Masaki Andoh will join you for answering no. Not answering this old man will result in Seabook Arno, the default final party member, remaining for the rest of the game.

Returning to Shangri-La, players may now purchase high-end equipment from Judau's shop, as he has invested the money Char gave him into his business.

Heading to Ravelle, a maid will offer Dan a Life Extract on Zoffy's behalf, while the maid herself gives a Mega Condenser.

Stopping by Zeit, Dan may speak with Hideki Go (Ultraman Jack), who will explain he's been looking into Alien Mefilas, but as Dan explains, that situation was already resolved. As thanks, Hideki will impart upon Dan his most powerful technique - the Meteor Kick.

Arriving at the SNRI, the workers tell ZEUS that the F91's been stolen as well, which is odd considering how it was there when M'Quve hijacked the Rafflesia earlier.

Investigating further, ZEUS runs into a hiding Seabook Arno, who explains that his mother created the F91's biocomputer, which is why he was able to intuit how it worked enough to fend enemies off. Dan lectures him on the irresponsibility of such an action, but Amuro is quick to be more empathetic to the boy, likely because he relates. Dan insists that it's still irresponsible to let a civilian like Seabook fight alongside them, but Kotaro points out that he's also a civilian, even if he happens to be a Kamen Rider. Seabook is eager to help, and even offers a way to get into Axis. Thus, the young man joins ZEUS.

Arriving in Babylon, the Mayor doesn't take much convincing after Seabook requests it on his late father's behalf and Amuro explains that their truce with Axis is only a matter of time, and so offers his assistance - under the table.

At last arriving in A Baoa Qu, when asking around many of the citizens, they seem to actually like the Neo Axis occupation.

In a nearby government building, ZEUS runs into Kai once again. He explains he managed to make it to A Baoa Qu on his own after the coup happened. Kai brings up an uncomfortable reality about Neo Axis' occupation - lives for people under occupation have undeniably improved.
Crime has gone down, taxes have been lowered, and there's free social service. But, as Kai explains, that's exactly the point - Apollon has apparently created a benevolent dictatorship in which the citizens would not want to revolt as their every want and need is cared for.

Kai explains that Apollon intends to spread his form of government throughout the world, to which all of ZEUS objects: What's the point of an ideal, sanitized society if the people aren't able to make their own choices and abandon what makes them individuals? Kotaro points out their prosperity is built atop the suffering of countless lives.

Glad to confirm ZEUS' resolve, Kai hands them a key to the final dungeon - the Helios Stronghold. Upstairs, ZEUS is given fake ID cards which allow them to reap the benefits of being citizens of Neo Axis.

Unfortunately, even the IDs aren't enough to let ZEUS through to Moussa, the final city. However, Seabook agrees to commit acts of terrorism to distract the gatekeepers long enough for ZEUS to break through, and so they proceed...
