Some of these changes legitimately sound pretty interesting.
Some others on the other hand...sound like nobody really thought about it and just slapped some random shit together.

I dont really think the Cow Mangler is a weapon that needs any changes in MvM.
It works like Stock with the upside being to never need ammo ever and the downside being no crits. Its perfectly fine if you ask me.

The Heavy melee weapon changes sounded the most interesting to me. Providing a different playstyle for Heavy while also providing buffs for your team.

The Eureka Effect change is just baffling to me.
The 5-second minicrit boost doesnt make any sense to me. You'll never be sitting in/at spawn and even if you teleport back to the front with it you'll have at most 3 seconds of it left to do what exactly?

The teleport to spawn upon death is absolute nonsense. Its basically an instant respawn. Just mindlessly run into bots and be fine regardless.
I know because I've played that mission with these changes.

That Kunai change...I dont know what crack they were smoking when they came up with that...
Not only is the health penalty reduced to -50 from -55 according to the change notes but you gain +25 health on every fourth kill.

You know how easy it is to just run in and get a couple stabs as Spy?
On top of that the Kunai gives you overheal and I assume that didnt get changed since its not stated otherwise.
So to get the max health bonus of +125 you'd need to stab 20 bots without dying, giving you a health pool of 200.
I doubt the overheal would increase with that so you are working for more health while giving up overheal from actually using the weapon.
Whats the point?

Once you have obtained that +125 health bonus you get a +100% damage bonus against Giant robots.
I dont know if you know this but some people would argue that Spy is already way too strong when it comes to dealing with Giants and you want to make him even stronger at that while increasing his max health?
Eh...no.
