First things you need to find a server host. For this video, we are going to be using Apex Minecraft Hosting. You can find a link directly to Apex in the description above. Once there, you will need to click 'view plans', and then, select the plan you want. If you are going to be running mods or plugins, then you will need at least 4GB of RAM. However, if you are just running a vanilla Minecraft server, 2GB of RAM will serve you and a few friends perfectly!
After you have your server selected, you will need to purchase it. Apex has over 5 hosting locations around the world. Pick the one closest to where you live to host your server. After that, go through the purchase. You will then land on a page that will teach you various things about your Minecraft server and help get you started with a Minecraft 1.14 server.
