The Xbox app is available on the Windows Microsoft Store and allows you to change your gamertag by signing in to your Microsoft account through the app. Your new gamertag must be up to 12 characters, including spaces. It can't start with a number. Your gamertag once changed, will be reflected across the following Xbox services: Xbox One, Xbox apps, and all Xbox 360 experiences. If you're changing your gamertag for the first time with the new Xbox gamertag system, then it is free to do so. If it is not your first time, you may have to pay for it.
