You can get 27% CDR with T2 Crusader roll (15%), with 9% Eater of Worlds Implicit on boots (rank 5 mod) and 3% CDR on an abyss jewel

Alternate Similar Method: On Alteration spamming step, look for any of the three mods (CDR, Charges Used, Duration), fill prefix with augment, and regal hoping it gets charges used on the regal. This is about 1/133, but saves the first reforge more likely step.
